BEFORE\nWE MOVE IN THE PUBLIC COMMENT\nAND PRESENTATIONS, I WANTED TO\nHIGHLIGHT THAT, IN ADDITION TO\nTHE TRAIL -- BETRAYAL BILL, OF\nTHE THINGS THAT COME TO OUR\nATTENTION, INFORMATION ABOUT,\nTHE BILL WILL KICK 330,000\nWASHINGTONS UP THERE -- OFF OF\nTHEIR HEALTHCARE SYSTEM AND THE\nHOSPITAL SYSTEM WILL IS $6.6\nBILLION OVER THE NEXT DECADE. IN\nSEATTLE, SOME OF THOSE CUTS LOOK\nLIKE OVER $56 MILLION FROM\nHARBORVIEW MEDICAL CENTER THE\nONLY LEVEL THREE TRAUMA CENTER\nIN THE REGION, NOT JUST THE\nSTATE AND OVER $35 MILLION FROM\nTHE UNIVERSITY OF WASHINGTON\nCENTER, NEARLY $30 MILLION FROM\nSWEDISH MEDICAL CENTER AND $12\nMILLION FROM -- ALTOGETHER,\nOTHER HOSPITALS , IN OTHER\nCOUNTIES, $660 MILLION ANNUALLY\nAND DEVASTATING FOR PATIENTS AND\nPROVIDERS IT WILL FORCE CLOSURES\nOF HOSPITALS AND CLINICS,\nSERVICES WILL BE SCALED-BACK AND\nINSURANCE PREMIUMS WILL RISE AS\nEARLY AS FOURTH QUARTER OF 2025\n. THIS IS MOST REPRESSIVE TAX\nBILL IN HALF A CENTURY OF\nFEDERAL POLICY . THE EFFECTS\nWILL BE DEVASTATING AND FELT BY\nTHE MAJORITY OF AMERICANS. WE\nMUST DEMAND BETTER NATIONALLY,\nAND ACT LOCALLY. WHY IS THE\nHOMELESS , HOUSING AND HUMAN\nSERVICES COMMITTEE BEING CAREFUL\nTHIS WHOLE MONTH, WHILE WE HAVE\nAN ONGOING HOMELESS CRISIS OF\nUNNECESSARY SUFFERING\nEXACERBATED BY CITY HALL\nEXECUTIVE PRIORITIES AND\nPOLICIES , THAT PROSECUTE\nINNOCENT WHITE HOMELESS OR\nRUNNING INTERFERENCE FOR EVIL\nREPEAT OFFENDERS WHO RUIN THE\nPURSUIT OF HAPPINESS ? THIS IS A\nCONSEQUENTIAL SPENDING BILL\nSTRUCTURED AS A BUDGET\nRECONCILIATION PACKAGE THAT HAS\nALLOWED FOR A SIMPLE MAJORITY\nPASSAGE, THWARTING FILIBUSTER\nREQUIREMENTS AND WAS PASSED JUST\nRECENTLY , AND SIGNED INTO LAW\nBY PRESIDENT TRUMP ON JULY 4th.\nIT INCORPORATES COMMITTEES INTO\nA UNIFIED LEGISLATIVE PACKAGE.\nSPANS ALMOST 900 PAGES . THIS IS\nDEEMED ONE OF THE MOST\nCONSEQUENTIAL PIECES OF\nLEGISLATION IN OUR MODERN\nHISTORY. OIR WITH OUR\nDEPARTMENTS HAVE SPENT SOME TIME\nANALYZING THIS, GIVEN HOW LARGE\nIT IS, A LOT MORE TO COME AS WE\nDIVE INTO THE IMPACTS OF THIS\nBILL IN YEARS TO COME. HAPPY TO\nFOLLOW UP ON MORE ITEMS NOT\nMENTIONED TODAY. AT A HIGH\nLEVEL, IT IMPOSES SIGNIFICANT\nAND DEEP CUTS TO HEALTH AND\nHUMAN SERVICES, WHILE SHIFTING\nRESPONSIBILITIES TO STATE AND\nLOCAL GOVERNMENTS. WE HAVE\nDEEMED A LARGE BUCKET OF IMPACTS\nTO THE CITY OF SEATTLE AND OUR\nCONSTITUENTS. ONLY SPEND TIME\nTODAY ON FOUR OF THEM, HEALTH\nAND HUMAN SERVICES , IMMIGRATION\nAND BORDER SECURITY, HOUSING AND\nCOMMUNITY DEVELOPMENT, ALONG\nWITH NUTRITION. WE WILL FOLLOW\nUP WITH MORE ANALYSIS FOLLOWING\nTHIS PRESENTATION. STARTING WITH\nHEALTH AND HUMAN SERVICES. THIS\nIS PROBABLY THE MOST SIGNIFICANT\n, MASSIVE CUTS TO MEDICAID AND\nTHE CHILDREN'S HEALTH INSURANCE\nPROGRAM. FACING THIS -- FACING\nOUT WILL BE IN THE NEXT FEW\nYEARS, PRIMARILY STARTING IN\n2027, LOOKING AT CHANGES IN WORK\nREQUIREMENTS , SPECIFIC AROUND\nNONCITIZENS , NOT BEING ABLE TO\nENROLL IN BENEFITS, INCREASED\nCOST-SHARING TO STATES. ALONG\nWITH THIS , PRETTY SIGNIFICANT\nTO US IN OUR COMMUNITY, THE\nPROHIBITIVE FEDERAL FUNDING TO\nENTITIES AS DEEMED AS TAXED\nPRIMARILY AS NONPROFITS.\nFAMILY-PLANNING SERVICES,\nABORTION SERVICES. SO,\nSPECIFICALLY CALLS OUT PLANNED\nPARENTHOOD. WE WILL SEE A\nGENERAL DROPPED IN AVAILABILITY\nFOR SERVICES, EVEN AROUND THINGS\nOUTSIDE OF ABORTION LIKE STI\nTESTING, BIRTH CONTROL, AND\nOTHER ENTITIES CRUCIAL TO OUR\nRESIDENTS . ON THE MEDICAID\nFRONT, A LOT OF THIS FUNDING\nFOCUSES ON THE STATE AND THAT IS\nIMPORTANT TO NOTE, I DID WANT TO\nPOINT OUT THAT THERE WILL BE\nTRICKLE-DOWN EFFECTS AND A LOT\nOF THIS WILL BE IMPACTING OUR\nCONSTITUENTS DIRECTLY . AND\nCOULD IMPACT THINGS LIKE PAID\nHEALTH, AGING SERVICES , THAT\nFLOW THROUGH THE COUNTY.\nALREADY, IN CONVERSATIONS WITH\nTHE STATE, GOVERNOR FERGUSON HAS\nANNOUNCED PLANS TO BACKFILL THE\nFUNDING FOR PLANNED PARENTHOOD\nAND WE WILL BE CONTINUING THOSE\nCONVERSATIONS AS WE GET INTO THE\nBUDGET SEASON. ALSO , I WANTED\nTO POINT OUT, THE SMALLER\nEFFECTS OTHER DEPARTMENTS WILL\nSEE , FOR EXAMPLE, SEATTLE\nLIBRARY, YOU HAVE A PRETTY\nSIGNIFICANT INCREASE IN STAFF\nTIME ALLOCATED TO HELPING\nRESIDENTS FILL OUT FORMS AND\nCLAIMS , SPECIFICALLY AROUND\nMEDICAID AND S.N.A.P. AS WELL.\nON THE IMMIGRATION AND BORDER\nSECURITY SIDE, I AM SURE PEOPLE\nHAVE SEEN HEADLIGHTS AROUND THIS\n, SIGNIFICANT TO NOTE THE\nINCREASE IN FEES FOR PEOPLE\nAPPLYING FOR ASYLUM TO GET\nPROTECTIVE STATUS, TPS, EVEN\nCERTAIN EMPLOYMENT\nAUTHORIZATIONS . A SIGNIFICANT\nINCREASE IN FUNDING FOR DHS ,\nDOJ, AND I.C.E., YOU KNOW, WE\nWILL SEE AN INCREASE IN FUNDING\nFOR DETENTION CENTERS AND FEES ,\nAND ESPECIALLY THE BORDER\nENFORCEMENT AS WELL. AND CONTRACTS. IT IS\nVERY HARD TO PREPARE FOR A LOSS\nOF THIS TYPE OF FUNDING BECAUSE\nOF THE NATURE OF SOME OF THESE\nFUNDS. I WAS JUST\n13 YEARS OLD IN RURAL TENNESSEE\nIN 1994, BUT I WAS IN MY 30s AND\nWORKING AT A DOMESTIC VIOLENCE\nAND SEXUAL ASSAULT ORGANIZATION\nSUPPORTING SURVIVORS WHEN THE\n2013 INCLUSIVE BILL WAS PASSED\nIN CONGRESS WHICH INCLUDED\nSPECIFIC PROTECTIONS FOR\nIMMIGRANT SURVIVORS , INCREASE\nACCESS TO JUSTICE FOR NATIVE\nAMERICAN AND INDIGENOUS WOMEN,\nAND THAT A GENDER IDENTITY AND\nSEXUAL ORIENTATION AS PROTECTED\nCLASSES FOR THE FIRST TIME. OVER\nTHE LAST SIX MONTHS, NOTICES OF\nFUNDING OPPORTUNITIES WERE\nSUDDENLY REMOVED AND REPOSTED\nWITH AN ENTIRELY NEW SET OF\nREQUIREMENTS REQUIRING\nAPPLICANTS TO CERTIFY THE GRANT\nFUNDS WILL NOT BE USED FOR OUT\nOF SCOPE ACTIVITIES SUCH AS\nPROMOTING GENDER IDEOLOGY,\nPROMOTING ILLEGAL DEI PROGRAMS\nVIOLATING FEDERAL IMMIGRATION\nLAWS , AND ACTIVITIES THAT FRAME\nDOMESTIC VIOLENCE OR SEXUAL\nASSAULT AS SYSTEMIC SOCIAL\nJUSTICE ISSUES. WITH 135\nMENTALITIES FROM 2020 TO 2024\nALONE AND STATEWIDE WASHINGTON\nHAS A HIGHER PREVALENCE OF BOTH\nDOMESTIC VIOLENCE AND SEXUAL\nASSAULT BUT OUR FUNDING --\nEXCUSE ME, HIGHER PREVALENCE\nTHAN THE NATIONAL AVERAGE BUT WE\nCONTINUE TO SEE OUR FEDERAL\nFUNDING BE CUT. MOST NOTABLY,\nSINCE 2018, THE SUPPORT OF\nVICTIMS OF CRIME OF ALL TYPES\nNOT JUST DOMESTIC VIOLENCE AND\nSEXUAL ASSAULT, IT HAS BEEN CUT\nBY OVER 75% IN WASHINGTON.
