HOW CAN ANY PLAN\nTHAT DOESN'T EVEN KNOW THE\nNUMBER OF PEOPLE ON THE STREETS\nBE EFFECTIVE? THERE IS A PLAN\nTHAT SERVICES 7000 PEOPLE WITH\nONLY 1299 UNITS OF TRANSITIONAL\nHOUSING. IT SHOWS THE LONG-TERM\nOPERATIONAL COSTS, COUNCILMEMBER\nSTRAUSS LAND USE COMMITTEE,\nCOUNCILMEMBER KETTLE, IT\nINCORPORATES SEVERAL PROJECTS,\nTWO OF WHICH DRAWN GRANTS\nPROBABLY DOESN'T EVEN KNOW\nABOUT.
